La discrimination scolaire en France comme problème public : une construction tardive pour une mise en œuvre hésitante

Résumé :

Cet article dresse un état des lieux de la construction des discriminations scolaires comme problème public en France. L’article explore le paradoxe entre un certain activisme institutionnel récent et la timidité des réalisations effectives. Cette distorsion est expliquée ici en partie en référence au cadre normatif de la citoyenneté républicaine française d’indifférenciation entre les citoyens. Ce cadre parait en revanche impuissant pour rendre compte des rapports d’altérité au sein de la société française, y compris au sein des administrations publiques. S’agissant de l’école, la mise à l’agenda de la lutte contre les discriminations scolaires a été très tardive et doublée d’un ensemble de confusions entre racisme, discriminations et harcèlement, imputables aux élèves ou aux agents et à l’institution scolaire elle-même.

Abstract :

This article takes stock of the construction of school discrimination as a public problem in France. The article explores the paradox between a certain recent institutional activism and the timidity of actual achievements. This distortion is explained here in part with reference to the normative framework of French republican citizenship of indifference between citizens. On the other hand, this framework appears powerless to account for the relationships of otherness within French society, including within public administrations. With regard to the school, the setting on the agenda of the fight against school discriminatio n was very late and doubled by a set of confusions between racism, discrimination and harassment, attributable to the pupils or to the agents and to the educational institution itself.
